Analysis of the proposal for a European Regulation on Artificial Intelligence

We are currently witnessing a race to regulate artificial
intelligence that Europe is firmly determined to lead, aware of
its limitations in terms of technological sovereignty. Europe has
been clear from the outset that limits must be set to preserve the
health, safety and fundamental rights of individuals in the face
of the development of AI systems and has drawn up a horizontal
regulatory proposal to ensure their protection. The proposal
for a European regulation on artificial intelligence is based on
a risk-based approach and the conformity assessment system
stemming from European legislation on product safety, in order
to establish harmonised rules that guarantee the single legal
framework necessary for the functioning of the internal market.
Although only time will tell whether the European approach is
flexible enough to allow for innovation while achieving these
objectives and the text can be improved in certain respects, it is
a good starting point that is likely to have a major impact at the
global level.
