Abstract

The situation regarding urban planning and the right to housing in Spain has reached deeply worrying levels. The unjustifiable abandonment of public and proactive management adopted by the Spanish government since the Transition in the development of planning provisions and the public promotion of socially affordable housing, as well as the enactment of irresponsibly deregulatory legislation in the late 1990s, clearly explain the lamentable situation we find ourselves in.

This Article is intended to rigorously analyse the "sick" socio-economic diagnosis indicated and to propose plausible "remedies" to recover the "good health" that should never have been lost, taking into account that the basic arguments used in its formulation are reasonably supported by the author's more than 50 years of experience in legislative and management matters, both in theoretical and practical terms (in "urbanisme verité").
