Abstract

Law 7/2021, of December 1, promoting the sustainability of the Andalusian
territory, (LISTA) distinguishes only two types of soil, rustic and urban land,
suppressing developable land. Developable land has been having as an essential
function, to contain the soil object of a new urbanization action. Most of
the regional legislation maintains developable land as a class, although the
Valencian regulation initiated an intermediate path, with the possibility of incorporación
undevelopable land in the processing of Integrated Action Programs
(PAI), together with developable land. A better adjustment with the
basic state legislation would have advised opting for a subcategory of rural
land suitable for urbanization and that the transformation actions of new urbanization
would have been delimited in the General Planning, but it will be
necessary to see how this suppression works in the future.
