Abstract

I propose to criticize the urban reserve system for social housing. The State Law contains a regulation that is difficult to understand and apply. The Supreme Court has ruled that this reservation is directly applicable in Autonomous Communities and municipalities who don’t enforce the provisions of the State Law.
