EL PAPEL DE LA REGULACIÓN TECNOLÓGICA EN UN MUNDO DE CONVULSIONES GEOPOLÍTICAS

El desarrollo de la tecnología durante los dos últimos siglos había seguido una evolución lineal no disruptiva. Los estándares tecnológicos también abarcaban plazos largos en los que los periodos de adaptación repercutían en un diferencial muy pequeño de la población. En general, el mundo tecnológico era unipolar y eso confería cierta confianza a las potencias dominantes respecto del mantenimiento de su liderazgo. El crecimiento exponencial de las capacidades de la tecnología digital y su acelerada permeabilidad en la sociedad, unidos a la emergencia de potencias tecnológicas alternativas a las tradicionales obligan a encontrar nuevos equilibrios de poder.
