A proposal study for Madrid City Council and its file for the modification of the General Urban Planning Plan

Abstract

The so-called Tourist Use Housing has proliferated in the city of Madrid in an extraordinary way in recent years without clear regulation in urban planning laws. The Madrid City Council initiated in December 2024 a process to modify the General Plan in an attempt to tackle the existing problem. The article, after a brief introduction to the current situation, analyzes the municipal proposal by evaluating its objectives and suggesting some improvements and clarifications.
