From the proposal of the Italian National Institute of Urban Planning to the reform: operational strategies for a new urban planning law in Italy

The Italian urban system needs a new regulatory framework capable of effectively addressing the challenges of urban transition. This paper examines the proposal of the Istituto Nazionale di Urbanistica (National Institute of Urban Planning) for a reform of the urban law. It assesses its effectiveness in relation to emerging challenges and analyses its strengths and possible areas for improvement based on international best practices. It also outlines operational strategies for the development of a new urban planning law, proposing a step-by-step and experimental approach to implementation. This study aims to contribute to the debate on the need for urban reform, emphasizing the necessity of a concrete political commitment and adequate resources to translate the proposal into an effective Law that can guiding the sustainable development of Italian cities.
