European Nature Restoration Act: a chronicle of a proactive legal framework for European Ecosystem Regeneration

This paper is an analysis of the new EU Nature Restoration Regulation. We see it as a legal tool that goes beyond traditional environmental protection, focusing on proactive and committed restoration of biodiversity and the functionality of European ecosystems. Recognising that biodiversity is not just an aesthetic expression of nature, but the basis underpinning our survival and human progress, the regulation establishes a binding framework that responds to today's alarming environmental degradation and climate challenges. This new instrument obliges Member States to regenerate critical areas such as rivers, wetlands, forests and agricultural land, restoring their capacity to deliver essential ecosystem services.
As far as I concern, the new legislation pursues an ambitious balance between ecological sustainability and economic development, underlining that only a healthy natural environment can provide the resources and services necessary for climate stability, food security and general well-being. Without overly specifying specific means, the regulation imposes clear ecological recovery objectives in order to safeguard the resilience of ecosystems and ensure that future generations can live in a prosperous and balanced environment. The regulation thus embodies Europe's commitment to revitalise nature as a condition for long-term prosperity and balance.
