Abstract

The purpose of this article is to analyse the changes in the regulation of
the criteria for the determination of the maritime-terrestrial zone and dunes,
produced by Royal Decree 668/2022, of August 1, which modifies the General
Coastal Regulation of 2014. The essential criteria introduced by the 2014 Regulation
disappear and others are incorporated that are more in line with the
spirit of the 1988 Coastal Law and the letter of the 1989 Coastal Regulation.
The great novelty of this counter-reform consists in basing the changes on the
need to adapt the coast to the impacts of climate change. The corresponding
modifications introduced in the revision of the demarcations are also addressed,
as well as other specific modifications referred to the configuration
of other maritime-terrestrial public domain assets.
