Abstract

The Land Law has change the traditional configuration of the detailed
studies, how it was before in the TRLS 1976 and RP 1978. The regional legislation
in urban planning, because it’s an exlcusive competence, has done more scope of action. Now yours limits and prohibitions are diferents, thereby  achieving greater operability. This is aligned with new trends of flexibility in
the hierarchy between plans and the search for greater simplification in the
field of urban planning. In any case, these changes do not have a significant
effect on the environment either, which allows them to be excluded from strategic
environmental assessment.
