Abstract

This article carries on a critical analysis of the techniques for the classification of urban land in the 5 Autonomous Communities of rural Spain which concentrate the majority of the Spanish municipalities without urban planning. It begins by taking a panoramic overview of the issue in the current regulations of the 17 Autonomous Communities, followed by a more detailed analysis in the 5 Autonomous Regions mentioned, comparing the traditional requirements of effective and sufficient provision of basic urban services, consolidation by buildings and integration in the urban grid. Finally, a critical reading is drawn up, highlighting the inadequacies detected in these traditional requirements for urban land classification in small municipalities
