The actions of regional interest in the autonomous community of Castilla y León: foundations and territorial and legal effects

The autonomous urban planning and land planning legislation incorporates in a generalized way instruments oriented to cover the execution of own and direct actions of the Autonomous Community, prevailing over planning and municipal urban competences. It is a powerful tool that has caused a strong conflict and litigation. Among the numerous actions of regional interest approved in Spain, the use of this instrument by the Community of Castilla y León stands out, both for the number of initiatives addressed and the variety of them, and especially for the overlap with legislative procedures that have challenged by the Constitutional Court, giving rise to a new constitutional jurisprudence on the singular laws.
