Abstract

The pandemic caused by COVID 19, that has paralyzed the economic and social activity of our country, Europe and much of the world, has given rise to a profound humanitarian and economic crisis that has proven the need to guarantee the provision of public services and the essential intervention of the public sector to achieve the Social State imposed by our Constitution.
In the essential housing sector, that has been severely affected, different legislative measures have been arbitrated to facilitate the performance of the housing, land and services Public Manager, both in relation to their performance and to the benefit of the tenants of their public housing stocks especially affected by the crisis, paralyzing eviction procedures and through the granting
of discounts, subsidies and deferment of income, measures that have been complemented in many cases by the public managers themselves.
Public Managers as effective, specialized and professionalized actors are an essential instrument to overcome the crisis, since, on the one hand, social housing, urban rehabilitation and revitalization, are presented both at national and European level as essential elements to relieve the deep crisis, boosting the global economy by the ability to mobilize all kinds of resources resources and, on the other hand, it is essential to guarantee the Public Sector provision of the various services related to social housing, community facilities and, especially, those related to the city that have been revealed as essential during the Pandemic.
The purpose of this study is to analyze the situation of public managers during the state of alarm, by analyzing the housing regulations issued that affect them and the measures adopted to defend the public housing park
