Abstract

The endowment actions incorporated into urban land management by the current State Land Law (the original 8/2007 and the current Consolidated Text 7/2015), are constituted as legal-urban instruments of enormous importance for the intervention in the consolidated city. In fact, they allow to guarantee urban growth without endowment deficits and the free obtaining for the Administration of the lands destined for public endowments, as well as the public percentage of capital gains that the own
endowment action generates when increasing the urban use on the one attributed by the planning previous in concrete isolated plots located in the urban land. As a fundamental consequence, it comes to suppress the obligatory expropriation by rule of Law of those isolated dotacional soils that so many bankruptcies are producing in the Haciendas.
However, surprisingly, their positive virtualities are not known in depth by a large part of the current urban operators, so that their applicability either does not occur, or is performed incorrectly. Well, with an explicit pedagogical purpose, this article is formulated to clear up doubts and unknowns that this institution could still raise in urban planning today
