Abstract

This paper considers the role that regional lawmakers of Madrid should have given to urban collaboration entities in the context of the intervention procedures of acts of use of land and building, procedures that have been modified by Law 1/2020, of 8 October, which modifies Law 9/2001, of 17 July, of Land of the Region of Madrid. Law 1/2020 intends to promote and reactivate urban activity. Whilst local authorities can fill the gap in accordance with their legal powers in the Region of Madrid, lawmakers have missed an opportunity to provide a homogenous legal framework to bolster public-private partnerships in urban matters, a legal framework on top of which local authorities could have regulated further.
