Abstract

Urban planning plays an important social role and must meet minimum economic and financial standards. This will permit the carrying out of urban actions in the context of economic viability and sustainability. The state legislator has given a new approach to urban planning, promoting an urban legal framework where economic and financial analysis in urban planning plays a key role. The aim of this paper is to analyse whether this new approach and the mandatory economic documents for urban planning respond to the expectations or, on the contrary, constitute a mere formal requirement, mainly due to the recent judgments that have reversed urban planning.
