General measures for climate adaptation policy in the Law 7/2021 on Climate Change and Energy Transition

Following previous measures on Adaptation Policy, the Law 7/2021 on Climate Change and Energy Transition gives for the first time legal recognition to these measures, stating specific provisions for both sectoral and general ones. Among these last, there are the Climate Change Adaptation National Plan and the Report on Climate and Adaptation Risks, whose content are largely stated
by the European Policies and Law. In this work we link these national documents with the ones produced by higher and lower territorial political levels; furthermore, we are focused on the coordination requirements for such a plural public action to achieve optimal and efficient results. Coordination of public action when national strategies are setting up is strongly recommended by
the European strategies, and in our opinion there is not a clear translation of such approach on the Law 7/2021.
