IA, EUROPA, ESPAÑA Y EL DILEMA REGULACIÓN-INNOVACIÓN

La inteligencia artificial está considerada como una "tecnología de uso general", al modo de la electricidad o de Internet. A la vista de sus riesgos, el mundo entero está procediendo a su regulación. El modelo europeo es particularmente importante, por cuanto aspira a convertirse en paradigma global (como sucedió en la regulación europea de otras tecnologías digitales). Este artículo pretende explicar las dificultades de Europa para reducir su distancia respecto de los líderes hegemónicos en digital e IA, que son los EEUU y China, a partir del modelo regulatorio que viene siguiendo. Sin eludir las posibles alternativas en el plano de la regulación, el trabajo expone las medidas que la UE está adoptando al hilo del mandato de la Comisión iniciado en el otoño de 2024. Y concluye describiendo las singularidades de España en estos campos, al tiempo que proponiendo iniciativas que fortalezcan nuestras debilidades en innovación.
